Closes https://github.com/github/copilot-ecosystem/issues/1559

This pull request enhances the automation and reliability of the AI catalog workflow by adding scheduled refreshes, improving documentation, and introducing comprehensive tests for the workflow logic. The workflow now refreshes the catalog hourly to pick up changes from the GitHub MCP Registry, even if no contributor files have changed, and includes improved validation and publication logic.

Workflow automation and scheduling:

  • Added an hourly scheduled trigger (schedule) to .github/workflows/catalog.yml, so the catalog is automatically refreshed from the GitHub MCP Registry every hour, independent of repository changes. Also added a concurrency group to prevent overlapping runs.
  • Updated the workflow logic to open or update the catalog refresh pull request when triggered by a push, schedule, or manual dispatch on main, ensuring registry changes are published even without contributor updates.

Documentation improvements:

  • Updated README.md and CONTRIBUTING.md to clarify that the catalog is now refreshed hourly for MCP Registry changes, and to explain the behavior of scheduled and manual runs.

Testing and validation:

  • Added a new test suite (tests/test_catalog_workflow.py) to verify the workflow triggers, concurrency, and publication logic, ensuring that catalog refresh pull requests are correctly created or updated only when needed.
  • Added a test to tests/test_generate_ai_catalog.py to confirm that catalog refreshes are triggered by registry-only additions or version updates, and that the generated catalog remains deterministic.

Publish scheduled and main-branch manual refreshes through the existing catalog update PR flow. Preserve push and PR propagation and serialize runs on the same ref.

🟢 Approval recommended

The scheduled publication flow is appropriately guarded, documented, and covered by focused tests.
